According to a study by the Economic Research Institute (Wifo), Austria is moving forwards and backwards in the greening of the tax and subsidy system. Climate ticket and subsidies for non-fossil heating on the one hand, commuter allowance and diesel privilege on the other.
According to Wifo, the lion’s share (61 percent) of climate-damaging subsidies and subsidies is attributable to transport, with a range of between 2.5 and a good four billion euros according to the study. Around three quarters of this is accounted for by road traffic and one quarter by air traffic and shipping.
According to the study, diesel privileges, commuter subsidies and tax exemptions for certain vehicles play a key role in this area. The fact that diesel is better off than petrol when it comes to mineral oil tax (diesel privilege) is particularly piquant because the combustion of diesel produces more greenhouse gases, nitrogen oxides and particulate matter than petrol. 68 percent of greenhouse gas emissions from car traffic are caused by diesel vehicles.
1.6 billion euros of the climate-damaging subsidies are attributable to energy production and consumption. An example of an environmentally harmful subsidy in the energy sector is the manufacturer’s privilege, i.e. the tax exemption for fossil fuels and electricity that companies need to generate and provide energy for end consumers.
The authors of the study also classify several measures in the federal government’s latest packages to relieve consumers as “counterproductive to the climate” because they subsidize the consumption of fossil fuels. The incentive for energy efficiency and energy saving set by high energy prices is thus significantly reduced.
The environmental organization WWF calls for nationwide monitoring that breaks down all subsidies in a measurable way. These are structural climate sins with high consequential costs. Public financing of environmental destruction is fueling the climate crisis and increasing land use “because politicians have created the wrong incentives on several levels,” according to a broadcast.
