The background is a strategy started by the previous federal government to gradually reduce the content of sugar, fat and salt in finished products through voluntary commitments. According to the Alliance for Non-Communicable Diseases, its own evaluation showed that the average sugar content in soft drinks fell by around two percent from 2015 to 2021. If this continues, the 15 percent target will only be reached in decades.

The SPD member of the Bundestag Peggy Schierenbeck said: “It is the task of the state to ensure healthier food.” A manufacturer levy on drinks if a limit of five grams of sugar per 100 milliliters is exceeded would help to prevent obesity, particularly among children and young people.
