Who will start paying 100% of the electricity bill?

This month the reduction of subsidies for electricity users began and the Ministry of Energy published the rule establishing who will have to pay the bill without discounts.

under the segmentation regime established in Decree 332/2022, the Government ordered, for the period from May 1 to October 31, 2023, the start of a gradual reduction of energy subsidies. In addition, the winter wholesale rate schedule for the electricity system was approved, which implies increases that will impact the bills received by residential users, except for the low-income sectors.

Thus, through Resolution 323/2023 of the Ministry of Energy, cut by 31% the current subsidy for demands greater than 300 kW in “Public Organizations and Entities that provide Public Health and Education Services”, while, for the segment of Demands Less than that non-residential volume, the current values remain in force

On the other handthis benefit is completely removed for the residential segment Level 1, while for 2 and 3 the current values remain in force. Likewise, the aforementioned standard creates the category of Public Lighting.

The reasons why the subsidies were implemented

As detailed by the authorities, “energy subsidies are a State tool for compliance with the principle of equality and non-discrimination and segmentation policies make it possible to more adequately identify different groups of consumers, in a framework of greater distributive equity and social justice”.

That is why the residential user sector is made up of three levels of subsidies, namely: Level 1 – Higher Income, Level 2 – Lower Income and Level 3 – Medium Income. And, as detailed by the secretariat, these measures are taken within the framework of the approval of the Definitive Winter Seasonal Programming for the Wholesale Electricity Market (MEM) and the MEMSTDF of the mentioned period.

Until now, Seasonal Prices are subsidized by the National State according to each demand segment, to a greater extent in the Residential sector. In fact, with the aim of making the application of public funds to the cost of energy transparent, users can see the amount corresponding to the subsidy on their bill, which must be clearly displayed what amount the user would have to pay, if the subsidy did not exist.
