Electricity from renewable energy sources: there is a need to catch up in Upper Austria too

In the study “Climate and energy strategies of the federal states: 2023”, the associations presented current figures on the climate and energy goals and on the trends in the federal states. The starting point is the additional energy requirement by 2030 from renewable sources: 27 terawatt hours of electrical energy. Adding all the targets of the federal states would result in 23.4 TWh, which is still too little. A difference of 3.6 TWh must still be reflected in the specific targets of the federal states. With the exception of solar power generation (here the targets have been exceeded), all energy sources (water, wind, biomass) and all federal states are in demand, otherwise the targets will not be achieved. “We need a much greater dynamic! The countries must not pick out and favor individual technologies, but must implement all of them according to their potential. Because the energy transition can only be successful if all technologies interact,” said Martina Prechtl-Grundnig, Managing Director of the EEÖ.

However, all those involved pointed out that the demand for electricity would increase and that the targets would therefore all have to be adjusted upwards.

In addition to the previously formulated targets for energy from water, 0.3 TWh, 0.4 TWh for wind and 0.1 TWh for biomass, Upper Austria must contribute to the overall target by 2030, according to Günter Pauritsch, Head of Energy Management and Infrastructure at the AEA. And: “Goals alone are not enough. Areas for photovoltaics and wind must be made available on a relatively large scale,” said Pauritsch, without wanting to stamp a federal state as a model region or the buck. But particularly industrially strong federal states such as Upper Austria “have to generate more renewable electricity”. Pauritsch said specifically about wind expansion in Upper Austria: “The goals for wind power expansion in Upper Austria are – to put it mildly – not very ambitious. Much more ambition would be required here.”

Solar Stream: Expansion dynamics decrease

Regarding the expansion of solar power generation, Vera Immitzer, Managing Director of the Photovoltaic Austria industry association, said that the goals of the Renewable Energy Expansion Act by 2030 in the federal states will even be exceeded. “PV has arrived in the middle of the population. Many know that high electricity prices can threaten their very existence.” Nevertheless, after the rush of the past year, demand is now declining. “We don’t see any framework conditions to keep the PV expansion at the same or higher level.” Individual federal states have designated far too little open space for PV.

Wind power: Expansion is halting

Stefan Moidl, spokesman for IG Windkraft, criticized the sluggish expansion of wind power in no other federal state in Austria, apart from in the state of Salzburg. In Germany, it has been decided that two percent of the country’s area will be made available for this. That would be 83 TWh in Austria (currently 0.2 percent of the country’s area), more than three times as much as the additional demand for renewable electricity by 2030 in Austria.
