The list of personal data of Russians, to which Rosfinmonitoring has access, will be expanded: the agency will be able to receive information from the Unified State Register of Civil Status Records (EGR ZAGS). Such an initiative is planned to be submitted to the State Duma in June, follows from the plan of legislative activities of the government, which Izvestia got acquainted with.
Rosfinmonitoring reported that the document had already been prepared and sent to the Cabinet in early February. Access to the register will significantly increase the effectiveness of work to combat corruption and legalization of criminal proceeds, they are sure in financial intelligence.
“For this purpose, it is important to study the financial transactions and the environment of the persons being checked. Obtaining data on birth, marriage and divorce, change of name and other information from the register will significantly increase the efficiency of the work carried out by Rosfinmonitoring,” the service believes.
Experts interviewed by Izvestia point to the logic and benefits of legislative changes, but warn of additional risks of personal data leakage.
The USR ZAGS was launched in October 2018, and the Federal Tax Service became its operator. It contains information from 1926 on birth and death, marriage and divorce, adoption, paternity and name changes. Now the Ministry of Internal Affairs, the Federal Tax Service, the Ministry of Health, Rosstat and state non-budgetary funds have access to the register. Separate information may be requested by the Ministry of Justice, Rosreestr, MFC, DOM.RF, regional and municipal authorities. On the basis of the Unified State Register of Civil Registry Offices, a unified register of the country’s population is being created, which should start working from 2023.
