The measure was made official in Resolution 259/2024 published this Tuesday in the Official Gazette by the Ministry of Energy and aims to “facilitate access to such information by consumers”. To this end, operators “who sell fuels for self-propelled vehicles in jurisdictions whose municipalities apply road and/or municipal taxes on the price of liquid and/or gaseous fuels, “must display a legend in a visible place” of each outlet.
What the legend on the pumps should look like
The decal, approximately 30 by 21 centimeters, must contain the following text: “In this jurisdiction, road and/or municipal taxes are applied to the price of fuel.For more information, please visit the website of the Energy Secretariat.”
This sticker, which will have to be attached to each pump at a minimum height of 1.60 meters, must have the design and parameters established in one of the annexes of the Resolution, although Their colors can be defined by each company oil company.
“In the case of gas stations that do not represent a specific brand or flag, they will be yellow,” stated the regulation signed by the Secretary of Energy, Eduardo Rodríguez Chirillo.
As explained in the recitals of the Resolution, the application of these municipal rates roads, mobility or road network maintenance, which in certain jurisdictions are of novel application, leads to an increase in fuel prices.
Given this situation, the Ministry of Energy came to the conclusion that Consumers must have “access to certain, clear and detailed information on prices -net of taxes- on fuels sold at sales outlets located in the national territory, as well as on how they are composed.”

The data will be sent to the Fuel Price and Volume Information Module by Outlet, where “the volumes sold during the month, expressed in cubic meters (m3) and the weighted average sales prices, with and without rates and taxes, are entered monthly, based on the volumes sold during the month under each price and the prices in effect on the last day of each month under consideration.”
That The information, the Government clarified, is publicly accessible. and can be consulted by the interested consumer at any time on the website of the Ministry of Energy. Likewise, the punishments were established for those who fail to comply with the obligation to provide the required information and also for those who do not place the stickers.
The deadline for service stations to adapt to the new regulationsa will be 120 days from the date this measure comes into effect (the day after publication in the Official Gazette), so that the subjects bound by this resolution adapt their facilities in accordance with the provisions therein.”
The Parking lot owners maintain that the road tax is unconstitutional -although it has been applied for several years-, because it is a double taxation: fuels are already taxed nationally by the ILiquid Fuel Tax (ICL) and Carbon Dioxide Tax (IDC), which are shared.
