The point comes first in the 36-page paper, and Covid was also the focus of the negotiations. It is now planned in the state that unconstitutional Covid penalties will be repaid. A 30 million fund will be set up for two years. It was also agreed that the country would not carry out any further advertising measures for the corona vaccination.

“Repair Damage”

“For more than three years, the pandemic and corona measures have had a massive impact on the lives of the population in all areas of life. Responsible politics means looking back critically, admitting mistakes and learning from them. We know that the pandemic and a series of measures have caused damage have arisen”, can be read at the beginning of the Corona chapter of the labor agreement. “We therefore agree to review the measures taken in the course of the pandemic and to take measures to make up for the damage caused – as far as this is possible,” it said.

It should look like this: The Corona Fund, endowed with 30 million euros, will be set up for a period of two years. Budget funds are used, but around 1.3 million euros in fines that have flowed to the country are also brought in. Among other things, advisory services in the event of individual damage, medical care for people with vaccination impairments, costs for the treatment of psychological problems, necessary therapies, additional expenses for home schooling and other necessary support, primarily for children and young people, are to be financed from this pot. Vouchers for tutoring and leisure activities were listed here. The state government will issue appropriate funding guidelines, it is said.

Penalties will be refunded

According to the paper, those fines paid for violations of corona restrictions “that were imposed on the basis of provisions that were subsequently repealed by the Constitutional Court” will be reimbursed ex officio and personally to those affected.

In addition to the Corona Fund, an “independent, impartial and independent” evaluation commission will be set up. It should deal with the measures, effects and consequences of the pandemic. School closures and exit restrictions are examples. “The results of this commission are intended to provide guidance for the country on measures to be taken in the event of a possible recurrence of a pandemic,” it is emphasized.

However, there are also effects on the state service. It is firmly stated that the country does not take any measures “that result in a direct or indirect corona vaccination obligation” where it has personnel sovereignty. Applicants whose application has not been pursued further due to the vaccination requirement no longer being in force in the state office since June of the previous year are to be invited to apply again. In addition, the mask requirement for staff in the clinics of the State Health Agency will be lifted as of April 30th.
