Cabildo Abierto ties support for the pension reform to its home prison plan for people over 65

Open Town Hall (CA) managed to buy 30 more days to deal with the project of social security reform in the Special Commission of the Chamber of Deputies and, in addition, he would have conditioned his votes at the end of April to other legislative initiatives, such as house arrest for people over 65 years of age, a controversial initiative that would reach more than 20 soldiers convicted of crimes against humanity.

The tension in the Multicolor Coalition It is not new, but it reached unprecedented levels. With CA’s recent victory over the extension in the social security reform discussion, the nationalists feel they have been betrayed. Not only because its partners continue to hinder one of the key projects on the government’s reform agenda, but also because the lobbyists promised just hours before the extraordinary session yesterday afternoon that they would not ask for it and, instead, agreed to backs of the coalition with the broad front to get extra time.

However, negotiations continue, especially in high places, between Guido Manini Rios and the president Luis Lacalle Pou. And while Cabildo Abierto continues to insist on the points of the AFAP and the calculation of the basic retirement salary As well as its inalienable requirements, other conditions are also at stake on the table.

Legislative projects as a bargaining chip

one vote for one voteThat seems to be the negotiation logic of CA, which seeks to take advantage of the need of the government of which it is a part to approve the reform of the pension system. In this sense, there are some important initiatives for the Manini Ríos sector that could be unlocked in exchange for the lobbyists being closer to approving the reform.

Yesterday there was a vote in the Constitution Commission of the Lower House the first of them: the law of reparation to victims of the guerrilla, which would be dealt with in plenary after the Tourism Week, towards the middle of April. Likewise, and as reported by the weekly Búsqueda, CA would have conditioned its votes in the Special Commission on the ruling party giving its approval to the home confinement for people over 65.

This generates some difficulties, since the initiative also includes those detained for crimes against humanity and, if approved, would allow at least 20 convicted of these crimes to enjoy the benefit of house arrest. This point was heavily criticized by International Amnesty in your annual report: according to the document you accessed scope.comwould be a way of pardon.

Other projects being negotiated are debt restructuring and joint ownership.

51 articles modified in the social security reform project

For its part, the Executive Power finally sent the final version of the text of the reform to the Special Commission, with 51 modified items, but without concrete answers for Cabildo Abierto. This means changes in 15% of the articles, including the differential treatment for the Notary Box —a “window” of three years— and minimal differences in terms of AFAP investments abroad.

Although most of them are punctual corrections in the wording, they are also proposed changes to various contentin line with what the government had announced last week: in addition to parastatal funds and AFAPs, there is a reversal in terms of survivorship pensions, the retirement allocation for total disability is increased, the requirements for the access to non-contributory benefits by the migrant population, and an examination is established prior to possible changes in retirement parameters instead of an automatic adaptation.
