Pope Francis will accept lay people in the Vatican Government

The new text was made public this Saturday and will be implemented from June 7th: “The pontifical commission is composed of cardinalsincluding the Presidentand other members, appointed by the Supreme Pontiff for a period of five years“.

The new vatican “constitution” contains 24 articles and replaces the document developed in the year 2000, with the aim of “respond to the needs of our days”. Besides, Francisco gave the directives for the operation of the vatican state and expanded the pontifical government commission.

What is the Fundamental Law of the Vatican State

This is a regulation promulgated by the Pope Juan Pablo II he November 26, 2000which also imposed changes in relation to a previous law: the Basic Law of the City of Vatican of the June 7, 1929.

In said document it is clarified that “the Supreme Pontiff, Sovereign of the Vatican City Statehas full executive, legislative and judicial powers” and that “during the period of vacancy, those same powers belong to the College of Cardinals”.

Now, except in cases where the Dad pretends to reserve for himself, the pontifical commission which may include non cardinals approves laws and other regulatory provisions, according to the new regulations.

The president of the Commissionwho will remain a cardinal, “may issue ordinances, decrees and provisions, in application of laws or regulations”and in cases of urgent need, “it can issue decrees with the force of law which, however, lose their effectiveness if they are not read by the pontifical commission within 90 days of publication.

In the introduction of the new rule, the Pope Francisco explained their actions: “Called to exercise under the Petrine ministry sovereign powers also over the Vatican City State that he Lateran Treaty used as an instrument to assure the Holy See absolute and visible independence and guarantee its sovereignty also in the international arena, I thought it necessary to issue a new Basic Law to answer the needs of our days“.
