Italy tightens restrictions for the unvaccinated

Those who have the complete vaccination scheme or have contracted the virus in the last six months will be free to enter cinemas, restaurants and stadiums in Italy.

For them, it will not be necessary to download the health pass again (although it will not last 12 months but 9 and the application “Verifica C19” will be updated for the controls).

The controls will be strict even for traveling by public transport, since to access the “basic” pass, which is obtained with a swab, must be presented.

With the negative test, it is possible to continue going to work, the gym and spending the night in a hotel. However, you will not be able to go to closed restaurants or theaters. Failure to respect these rules will imply the payment of a fine that can range between 400 and 1,000 euros.

The obligation to use the Green Pass until January 15, 2022 will be extended to other sectors, such as hotels, gyms, regional and interregional rail services and local public transport.

The reinforced pass is valid only for those vaccinated or recovered from the virus and is used to access activities that would otherwise be subject to restrictions in the areas classified as “yellow” (moderate risk), but should be used from the “white” areas (low risk) for shows, sporting events, closed restaurants, parties, discos and public events.

For the celebration of weddings, baptisms and communions, the basic pass will suffice, while for birthdays and graduation parties the reinforced one will be necessary.

In case of passage to the “orange” zone (high risk), the restrictions and limitations do not apply, but only those who present the reinforced pass will have access to the activities.

The strengthening of the control system is also foreseen, with a device developed at the local level by the prefects, after consulting the Provincial Commission of Order and Security.

A circular from the Ministry of the Interior outlined the framework in which the controls will be carried out. Those of public transport must be implemented in a way that guarantees the fluidity of the service and “avoids” eventual “gatherings and any repercussions of public order” and will also be reinforced in nightlife areas.

In general, the municipal police and the Finance Guard will carry out controls in restaurants and public establishments, while those of the buses and the subway are entrusted mainly to the police and the carabineros, supported by the traffic officers and the personnel of the transportation companies.

The controls will be carried out randomly and in most cases will be carried out at stations and stops.

In the white zone, the mask is not mandatory outdoors, even if several mayors issued their own ordinances that govern the entire historic center or commercial areas.

The mask should always be used in all closed places, except the home itself, including public transport (planes, trains, buses) and in all situations where interpersonal distancing cannot be guaranteed or where there are eventual crowds.

Instead, it is mandatory outdoors and indoors in the yellow, orange and red areas (very high risk).

For the purposes of the health pass, both the types and the duration of the tests are confirmed.

The certificate remains valid in the case of a negative molecular swab performed in the previous 72 hours or rapid, in the previous 48 hours.
