The decisions of Western countries and Russia regarding the fate of Ukraine will not be significant if they are not recognized by the Ukrainians themselves. This was stated by the secretary of the Ukrainian National Security and Defense Council (NSDC) Alexei Danilov.
“Whatever the outcome of these negotiations, nothing will come of it if the Ukrainians do not recognize it,” Danilov said in an interview with France Presse.
According to the head of the National Security and Defense Council, the country’s authorities are currently not observing a “critical build-up of forces” on the part of Russia. He also noted that there are no grounds for the introduction of martial law in Ukraine.
On Saturday, December 25, Kremlin spokesman Dmitry Peskov said that Russia is interested in receiving a response from the US and NATO on the issue of security guarantees as soon as possible.
On the same day, Peskov said that the possibility of a new meeting between the presidents of the Russian Federation and the United States, Vladimir Putin and Joe Biden, would depend on negotiations on security guarantees.
A day earlier, Russian President Vladimir Putin noted that the Russian Federation responded promptly and constructively to Washington’s proposals and sent its proposals on security guarantees. The President added that the American partners have declared their readiness for discussion and negotiations on security issues at the beginning of the year in Geneva.
On December 17, the Russian Foreign Ministry published draft agreements between Russia and the United States and NATO on security guarantees. As follows from the documents, in particular, the alliance should refuse to conduct any military activity on the territory of Ukraine and other states of Eastern Europe, Transcaucasia and Central Asia. According to a White House source, the US presidential administration found some of the proposals useful and others unacceptable.
The day before, on December 16, the United States Undersecretary of State for Political Affairs Victoria Nuland noted that the United States expects Russia to de-escalate the situation around Ukraine, Washington is open for consultations in the Russia-NATO format, as well as through the OSCE. In addition, she pointed out that the United States, together with European countries, must determine whether there are Russian security concerns that they can mitigate.
