The State Duma proposed to introduce fines for improper maintenance of animals

The Moscow Regional Duma has developed amendments to the Administrative Code and sent to the State Duma a bill on fines for walking dogs in the wrong place. For violation of other rules for keeping pets, citizens may face a fine of up to 3 thousand rubles. This was announced on Friday, December 10, by Kommersant.

“So, for citizens it is proposed to introduce a fine in the amount of 500 to 1.5 thousand rubles, and for individual entrepreneurs – from 3 to 5 thousand rubles,” said Sergei Kerselyan, chairman of the committee on agrarian policy and consumer market of the Moscow Regional Duma.

For a repeated violation, it is proposed to fine citizens in the amount of 1.5 thousand to 3 thousand rubles, legal entities – by 5-10 thousand rubles.

As the deputies specified, in 2020 the authorities of the Moscow region received 456 complaints from citizens about inappropriate keeping of pets. Among the complaints was the fact that the pets were walked “without observing safety for the people and animals around them.”

In August, lawyer Nadezhda Ermolaeva told in what cases the federal law on the responsible treatment of animals provides for administrative responsibility for pet owners, and in what cases criminal.

As the expert explained, the owner of the animal bears administrative responsibility for violation of public order, and if the animal has caused serious harm to third parties or the owner is cruel to the pet, then criminal liability.

Also in August, transport police detained a 45-year-old resident of Omsk, who, contrary to the rules, released her dog from the carrier into the aircraft cabin. During the flight, the woman ignored the crew’s repeated requests to return the pet to the carrier bag, and then began to use foul language at others and flight attendants.

The violator of the order is threatened with administrative arrest for up to 15 days in accordance with Part 1 of Article 20.1 (“Petty Hooliganism”) of the Code of Administrative Offenses of the Russian Federation.
