The Federation Council approved the law on public regional power

The Federation Council approved on Wednesday, December 15, the law on the organization of public power in the constituent entities of Russia. The document, in particular, provides that regional leaders can be named only as heads of subjects, and allows them to be elected for more than two consecutive terms.

146 senators voted for, four opposed, no abstentions.

The bill on the organization of public power in the constituent entities of Russia earlier, on December 14, was supported in the second and third readings at the plenary session of the State Duma.

In accordance with the document, federal and regional bodies will be able to transfer part of their powers to each other, if this does not contradict the Constitution. It is also stipulated that regional laws and regulations cannot contradict the Basic and federal laws.

In addition, according to the current legislation, the head of the region cannot be elected to the post of the highest official of a constituent entity of the Russian Federation for more than two consecutive terms. The bill proposes to exclude this requirement – the number of terms in office of governors will be determined by the legislative assemblies of the regions.

Also, the law will enable local parliaments to work remotely.

Among other things, the head of the region may be removed from office by the President of Russia due to a loss of confidence or due to the expression of distrust in him by the local Legislative Assembly. Also, the head of state can terminate the powers of the heads of regions for any reason.

The document also proposes to bring to uniformity the titles of the positions of the heads of the subjects.

This bill was submitted to the State Duma by Pavel Krasheninnikov, Chairman of the State Duma Committee on State Construction and Legislation, and Andrey Klishas, ​​Chairman of the Federation Council Committee on Constitutional Legislation, on September 27.
