Import opening: the government releases the purchase of vehicles abroad for individuals

After the publication of a resolution in the Official Gazette, citizens will be able to acquire new vehicles abroad and patent them without going through concessionaires or manufacturers.

The National Government authorized individuals to import new vehicles from abroad without resorting to official manufacturers or dealers. From now on, Any citizen can acquire a car outside the country and perform the patenting on their own, provided that the corresponding security requirements are met.

The decision was formalized through the Resolution 271/2025published by the Ministry of Industry and Commerce of the Ministry of Economy. Regulations simplify the process of obtaining the Model configuration license (LCM)the technical document that certifies that a vehicle complies with the safety standards required to circulate on public roads.

In this way, if the imported vehicle already has an LCM issued by the manufacturer or importer, the individual can use it to patent the vehicle. In cases where there is no available LCM, the citizen may directly manage a Road Safety Certificate before the Ministry of Transportation, in a procedure similar to that of a vehicle technical verification (VTV).

Likewise, it is established that the security certifications issued by recognized international organizations will be valid, such as those of The UN, the European Union, the United States and Brazil.

This flexibility of the automotive regime is complemented by another key regulatory change: the Resolution 222/2025which eliminated obstacles for the import and commercialization of auto parts and security elements. Since its implementation, it is no longer mandatory to process the Safety Auto Parts Certificate (Chas) Before Inti, a requirement that had been criticized by the private sector for the costs and delays it implied.

Currently, the manufacture and import of auto parts does not require prior authorization. Manufacturers and importers are responsible for compliance with the security standards established in Decree 196/25, and certifications can be issued by a wide network of international laboratories and organizations, without depending exclusively on the INTI.

The control, meanwhile, is done in a way ex postthat is, once the products are already in the market, which allows to speed up their availability without resigning quality and safety controls.

With these measures, the government points to release trade, facilitate access to new vehicles and reduce administrative costs and timesin a context where economic opening begins to be reflected in different areas of the market.
