The Ministry of Justice formalized a series of measures that transform the automotive registration system, with the incorporation of digital procedures for the decline of vehicles, the disarmament and marketing of recovered pieces.
The Executive Branch officialized on Monday a normative package that points to reorganize and digitize different links of the vehicular circuit: From the registration and control of workshops that modify or repair vehicles, to the operation of the disharmathers and the identification of recoverable auto parts.
The measures were arranged in the 3/2025 disposition of the Subsecretariat of Automotive Transportation and in the Provisions 730/2025 and 732/2025 of the National Directorate of the National Registries of the Property of the Automotive and PREDIAN CREDITS (DNRPA) published in the Official Gazette.
The DNRPA launched a new digital management scheme that points to Modernize the operation of the sectional records, expedite the procedures and guarantee the traceability of the auto parts.
The 3/2025 disposition reorder the internal organic structure of the organism and defined the creation of the Unique Virtual Registry (RUV)a centralized platform from which the procedures related to the Automotive registration and communication with users. This system will allow to dispense with paper records and promote interoperability with other State agencies.
Meanwhile, the Provision 730/2025 regulated the operation of the RUVestablishing that all procedures before the DNRPA – including those related to transfers, inscriptions and casualties – may be carried out remotely, with controlled access and validation of digital identity. The measure seeks to reduce management times and administrative costs, in addition to strengthening documentary security.
Finally, the Provision 732/2025 adapted the technical-registration regulations to the new digital framework and approved the Model of the identifying code of recoverable pieceswhich will be used by the disabilities registered in the Single registration of disassembly and related activities (Rudac). This Code will allow to track each spare used from its origin and ensure its legal marketing.
The text also establishes the replacement of the Low and disarmament certificatethe incorporation of a Virtual Low Petition Instrument with pieces recoveryand the possibility of temporary coexistence between the face -to -face and digital system until the new scheme is completely operational.
As detailed in the resolution, the procedure will be managed “concentrated through the Unique Virtual Registry”, which will allow to expedite the processing, guarantee the traceability of the pieces and reduce the use of paper without affecting documentary conservation.
The measures – which will be in force from today – are framed in the process of Comprehensive digitalization of the automotive registration system promoted by the Ministry of Justice, with the aim of modernizing services, transparenting the operation and improving user attention.
