In Russia introduced a new penalty for the lack of technical inspection

Amendments to the Code of Administrative Offenses have come into force in Russia, according to which drivers will be fined for not having a diagnostic card on passing a vehicle inspection (TO). This was reported by TASS with reference to the Deputy Head of the Main Directorate for Road Safety (GUOBDD) of the Ministry of Internal Affairs of Russia, Police Major General Vladimir Kuzin.

“From March 1 of this year, in accordance with federal law the amendment introduced by Art. 12.5 of the Code of Administrative Offenses (“Driving a vehicle in respect of which a diagnostic card is not issued in accordance with the established procedure, confirming the admission of the vehicle to participate in road traffic”). The absence of such a document [диагностической карты] will accordingly entail liability in the form of a fine of 2,000 rubles,” said Vladimir Kuzin.

It is noted that the violator can be prosecuted only once a day.

On December 30, 2021, Russian President Vladimir Putin signed the law on the abolition of mandatory technical inspection for personal cars of individuals.

The law abolishes the mandatory technical inspection for cars and motorcycles that belong to individuals and are used by them for personal purposes. The provisions of the law do not apply to taxis and other vehicles used to transport passengers, as well as to personal vehicles used for business purposes.

The obligation to undergo technical inspection remains with respect to such vehicles if more than four years have passed since the year of their manufacture, but only in cases where the vehicle must be registered with the state, registered in connection with a change in ownership or a change in design and replacement of the main component of the vehicle, noted 24 December in the press service of the Federation Council.

On January 24, the deputy head of the main traffic police department of the Ministry of Internal Affairs of Russia, police major general Vladimir Kuzin, said that the traffic police officer has the right to check the technical inspection of the car even upon presentation of a diagnostic card if the car malfunctions are visible.
