After a long dispute between the federal government and the federal states, the Federal Council wants to decide on changes to the catalog of fines on October 8. Speeders and parking offenders must expect significantly higher penalties with the new regulations.
Fines 2021: These new penalties apply to speeders and illegal parking

Mixed reactions to the new catalog of fines
The chairman of the conference of transport ministers, Maike Schaefer, considers the new regulations and fines to be a clear signal to motorists. When working out the fines, there were also sensible compromises. The Greens originally wanted stricter rules for driving license revocation, but jumped over their shadow on this point. In return, Transport Minister Scheuer had shown willingness to compromise on the increase in fines.
The General German Bicycle Club (ADFC), however, sees the amendment only as a “triple step”. The StVO “still privileges the car and prevents municipalities from quickly redesigning the roads to make them bike-friendly.” However, the ADFC also sees the planned fines for stopping on protective lanes, for stopping and parking on cycle lanes as well as not keeping to the walking speed of trucks turning right as positive.
If the Federal Council agrees, Federal Transport Minister Andreas Scheuer (CSU) still has to sign the ordinance. According to the ordinance, the changes to the catalog of fines will come into force three weeks after the announcement – for “sufficient preparation for practical implementation”. A corresponding new regulation of the fines had already existed months ago.
