The bill providing for the detention of a vehicle of a foreign carrier when leaving the territory of Russia for non-payment of fines was approved by the State Duma of the Russian Federation on December 8 in the first reading.
Now the traffic police inspectors have the right only to formalize the offense and impose a fine, since the detention of a foreign vehicle before the fine is paid in the Administrative Code is not provided in all cases.
As a result, the offender’s car can continue to move and leave the territory of the country without hindrance without paying a fine.
“… the draft federal law proposes in case of committing administrative offenses … vehicles belonging to foreign carriers, to detain this vehicle by stopping traffic using blocking devices until the payment of an administrative fine,” – said in the explanatory note to the bill.
On November 16, the State Duma of the Russian Federation adopted a law on the procedure for obtaining a registration document for cars transported outside Russia.
The registration document will now be issued for a vehicle, including a chassis, which is being driven outside Russia to the final manufacturer or to the place of sale.
