Public activists urged to prevent an increase in the price of compulsory motor third party liability insurance for taxis

The Public Council for Taxi Development and representatives of the taxi business sent a collective appeal to the State Duma of the Russian Federation and the Central Bank of the Russian Federation with a request not to allow an increase in the cost of insurance of vehicles used as taxis (the document is available to Izvestia).

“Over the past five years, the Russian taxi market has been experiencing problems with insuring vehicles used as taxis. At the moment, only a third of all legal taxi carriers have appropriate insurance. The main reasons for this situation are the cost of insurance and the evasion of insurance companies from concluding contracts due to unprofitableness, ”the document says.

It is noted that according to a survey conducted among taxi companies, the average cost of insuring taxi cars in Russia is 45-50 thousand rubles, which is about seven times more expensive than insurance for personal vehicles. In the fall of 2020, the tariff corridor for taxi insurance expanded by 30%, which led to a significant increase in the average cost of the OSAGO policy.

On October 20, 2021, information was published on the official website of the Bank of Russia that the Bank of Russia proposes to additionally expand the boundaries of the tariff corridor for compulsory motor third party liability insurance, and it is also planned to revise the coefficients depending on the age and experience of the driver, as well as the accident rates (bonus-malus) … In particular, for taxis, it is proposed to change the range of expansion of base rates by 30%.

According to the Public Council for Taxi Development, the Bank of Russia’s proposal will have an extremely negative impact on the taxi insurance segment.

On September 25, it was reported that the Ministry of Transport of Russia came up with a proposal to remove from taxi management drivers who do not know the way to the main attractions in the city, as well as systematic violators of traffic rules.

In the bill “On Taxi” prepared by the department, it is noted that drivers who, no earlier than a year ago, received their rights again after deprivation of documents, should not be allowed to drive. An additional reason for the suspension from driving is the arrest for traffic violations less than a year ago.
