The Ministry of Internal Affairs has prepared a draft order to open the car in the absence of the owner

The Ministry of Internal Affairs of Russia has developed a procedure for informing the owner of the car about its opening by the police in the absence of the owner. The draft order of the head of the Ministry of Internal Affairs, Vladimir Kolokoltsev, was published on December 14 on the portal of draft regulatory legal acts.

“The owner must be informed about each case of opening the vehicle as soon as possible, no later than 24 hours from the moment of opening,” the document says.

The notification can be sent by registered mail, by fax, in the form of a telephone message, followed by sending a notification by mail, as well as via the Internet from the official e-mail address of the internal affairs body. The notification is delivered by the police officer personally, signed on the second copy, indicating the date and time.

The draft of this order is currently undergoing public discussion and an independent anti-corruption expertise provided for by the legislation.

Also, the Ministry of Internal Affairs has prepared a draft order on informing about the entry into the homes of citizens in their absence.

On December 8, the State Duma adopted in the third reading amendments to the federal law “On the Police”, which expand the powers of law enforcement officers. The amendments assume that Interior Ministry officers will be able to enter residential and other premises to detain suspects in an offense, pointed out by eyewitnesses. The police will have the right to open the car and enter it to save lives and ensure the safety of citizens. They will also be able to inspect vehicles to check for incident reports.

On December 9, the head of the relevant committee of the Federation Council on constitutional legislation, Andrei Klishas, ​​said that the Federation Council would support the bill expanding the powers of the police. According to the senator, the bill will be submitted for consideration in the upper house of parliament on December 15.
