“I think we’re going to have to make a special version that meets Chinese specifications, that meets European specifications,” Musk explained. He assumes that there would be high demand internationally.

Tesla urgently needs the time that passes until a possible certification. At the moment, it is said, the company can build around 1,000 cars a week. That is hardly enough to meet demand in the USA. In relevant forums, interested parties assume that the waiting time for new orders is currently several years. So Tesla can hardly think about exporting at the moment.
