Insurance companies appreciated the expansion of the OSAGO tariff corridor

Izvestia found out on December 30 the attitude of insurance companies to expanding the border of the tariff corridor for compulsory motor third party liability insurance.

On the eve of the Bank of Russia announced that for passenger cars of individuals, the range of expansion of base rates both down and up will be 10%. For public transport, the expansion range will be 4.9%, while for other vehicle categories, in particular taxis, it will be 30%. It was noted that such a measure is aimed at ensuring that insurers can “further reduce the tariff for good drivers” and increase the cost of insurance for motorists with an increased level of risk.

Vitaly Knyaginichev, head of the retail business department of Ingosstrakh, said that the expansion of the tariff corridor would make it possible to form more fair prices, while noting the need for complete liberalization of tariffs so that each company would be able to form tariffs based on its own statistics.

“We are in favor of a free tariff, because even after the corridor is widened, good drivers will partially pay extra for high-accident ones,” he said.

The director noted that the new price band will have an impact on tariffs, but there are more significant factors affecting the cost of insurance.

“The price corridor itself will affect a relatively small segment of the market, especially since the influence will be both in one direction and in the other direction. To a much greater extent, the average price will be affected by the increase in prices for repairs. I think the impact will be within the framework of inflation, ”Knyaginichev said.

A similar position was expressed by Igor Ivanov, Deputy Director General of the RESO-Garantia insurance company.

“The changes will reduce the share of customers for whom the current tariffication system did not allow offering a fair tariff based on available statistics,” he said.

Ivanov also spoke in favor of complete liberalization of pricing, while stressing that this should not lead to an increase in the cost of insurance.

“The best option is to make tariffs free so that insurers can set prices themselves, not being limited by the corridor boundaries. But this does not mean that insurers will start raising prices for all customers. There is very high competition in the market, which allows keeping prices down, ”explained the Deputy General Director of RESO-Garantia.

He also agreed that the expansion of the price band should not have a significant impact on tariffs in comparison with other factors.

“These changes will hardly affect the bulk of clients. If the price grows, it will be within inflation. For some segments, the price, of course, can rise, but only because the previously existing tariffication system was not enough to set a fair price based on statistical data, ”Ivanov said.

Viktor Alekseev, deputy general director of MAKS insurance company, in turn, also supported the decision of the Bank of Russia, explaining that it would reduce the unprofitability of the insurance business in regions with a high frequency of insured events and large payments. At the same time, he added that in some areas it is possible and “to drop by 10%”, which are introduced by the Bank of Russia as the bottom bar. He called the increase in the taxi tariff by 30% reasonable.

In addition, Alekseev warned that lower tariffs could attract fraudsters.

“The lowering of the base rate can also be used by not quite decent insurers, whose goal is to gain volumes through dumping, and then safely go bankrupt,” he said.

According to the general director of MAKS, for citizens who do not violate the rules of the road, who have not been involved in an accident for many years, the cost of the policy can actually decrease. At the same time, according to his forecast, an increase in the tariff will entail the payments announced for 2022 without wear and an increase in the limit of payments for life to 2 million rubles.

A day earlier, Petr Shkumatov, head of the ONF working group “Protection of motorists’ rights”, commenting on the decision of the Bank of Russia, told Izvestia that for citizens who have a very long and trouble-free driving experience, the CMTPL policy may become cheaper. At the same time, according to him, a rise in price is possible for drivers who have the opposite situation.
