On January 12, the Russian government submitted to the State Duma a bill establishing state duties for registering changes in the design of a car.
As stated in the explanatory note to the document, the bill introduces a state duty in the amount of 1 thousand rubles for issuing a permit for tuning a car. This document is now available for free. In addition, it is proposed to increase the size of the state duty for the issuance of a certificate of conformity of a vehicle with changes in safety requirements made to its design from 800 to 1500 rubles.
It is noted that the divisions of the Ministry of Internal Affairs of Russia annually issue 235-240 thousand permits for making changes to the design of vehicles and over 220 thousand certificates of conformity of a vehicle with changes in its design to safety requirements.
The adoption of the bill will provide an annual receipt of additional revenues to the federal budget in the amount of about 700 million rubles.
On March 26, the State Traffic Inspectorate warned drivers against illegal changes in the design of cars. The installation of direct-flow mufflers on cars, which create increased noise, is popular among violators.
Other motorists, according to the traffic police, are making changes to the engine, suspension and body of the vehicle. Another type of tuning is the installation of tires and wheels that are not provided by the automaker. Drivers are brought to administrative responsibility for driving vehicles whose design does not meet safety requirements, and the registration of such vehicles, if the cause of the violation is not eliminated within the prescribed period, is canceled.
