“He can check only when he visually sees with his own eyes that he doesn’t have, say, bolts on the wheels, the cardan is lying around at the back. In such situations, he can check it,” Kuzin emphasized.

If there is no diagnostic card, the inspector should conduct a check based on available capabilities. In particular, he can check the vehicle visually or with the help of mobile laboratories.

The major general of the police also answered a journalist’s question about what the inspector would do if the driver was transporting family or friends.

“To quote the norm of law that the motor-car or money used for personal purposes only. Transportation of relatives, families is all for personal purposes, there are no questions,” he added.

Kuzin recalled that, according to the new law, vehicles owned by individuals do not need to go through the technical inspection procedure. The exception is those cases when changes were made to the design of the vehicle or the car was produced more than four years ago.

On December 30, Russian President Vladimir Putin signed the corresponding law. Russian Prime Minister Mikhail Mishustin noted that motorists themselves monitor their own safety, so it would be right to give them the opportunity to personally control the condition of their car.
