The Ministry of Transport and the Ministry of Internal Affairs of Russia sent a draft resolution to the government on simplifying the rules for vehicle inspection. This was reported on February 3 by Kommersant.
According to the publication, checks for leaks in the engine, gearbox, air conditioner, as well as the presence of a first aid kit, a fire extinguisher and an emergency stop sign will be removed from the list of mandatory procedures.
The requirements for operators will also be revised. The central part of the changes will be the transfer of authority for the accreditation of technical inspection operators from the Russian Union of Motor Insurers to Rosakkreditatsiya.
It is noted that car owners, for whom the obligation to undergo technical inspection has remained, are waiting for simplified inspection rules and new tariffs, which will be developed by the FAS.
On December 30, 2021, Russian President Vladimir Putin signed the law on the abolition of mandatory technical inspection for personal cars of individuals.
The law abolishes the mandatory technical inspection for cars and motorcycles that belong to individuals and are used by them for personal purposes. The provisions of the law do not apply to taxis and other vehicles used to transport passengers, as well as to personal vehicles used for business purposes.
The obligation to undergo technical inspection remains with respect to such vehicles if more than four years have passed since the year of their manufacture, but only in cases where the vehicle must be registered with the state, registered in connection with a change in ownership or a change in design and replacement of the main component of the vehicle, noted 24 December in the press service of the Federation Council.
On January 24, the deputy head of the main traffic police department of the Ministry of Internal Affairs of Russia, police major general Vladimir Kuzin, said that the traffic police officer has the right to check the technical inspection of the car even upon presentation of a diagnostic card if the car malfunctions are visible.
