The initiative aims to promote the offer and variety in the local automobile market, also promoting the modernization of the Automotive Park.
The Customs Collection and Control Agency (ARCA) regulated the mechanism that will import vehicles electric, hybrid already hydrogen without paying the right of extrazone import (die)which is currently 35%. The measure was formalized through the General Resolution 5691/2025published today in the Official Gazette, and is part of Decree 49/2025 and Resolution No. 29 of the Ministry of Industry and Commerce.

The regime will be valid for five years and will govern exclusively for vehicles whose FOB value (Free on Board, not including freight or insurance) does not exceed $ 16,000. In those cases, the DI aliquot will be 0%, which seeks to promote sustainable mobility and improve access to clean technologies in the country.


A quota of up to 50,000 units per year
The regime establishes an annual quota of 50,000 units, equivalent to 20% of the average sales of light cars in Argentina. This quota will be divided equally: 25,000 units for automotive terminals with local production, and another 25,000 for natural or legal persons that import vehicles for commercialization as suppliers.
The allocation of the quotas will be carried out in accordance with the order of nationalization of the units and the lower price offered.
Digital processing and online control
Interested companies and individuals must manage their application through the Single Argentine Foreign Trade Window (Vucea) and the system of Distance Procedures (TAD). The procedure, electronically validated through the Malvina computer system (SIM), is detailed in the technical annex of the resolution, as well as in the user manual available on the official Ark website.
The new regulations digitize and centralize import procedures, which seeks to reduce times, improve controls and guarantee transparency in the allocation of tax benefits. With this measure, the government advances in its strategy to expand the availability of sustainable vehicles in the Argentine market.
