The Government advances in the flexibility of the import of auto parts

The executive deactivated a lock that increased the spare parts and limited their availability. It aims to reduce costs, combat the informal market and improve road safety with new rules for the entry of pieces into the country.

With the aim of reducing costs, improving road safety and promoting competition, Government announced this Friday the elimination of the SAFETY AUTOPARTE HABILITATION CERTIFICATION (CHAS)a requirement that until now was required to import and market spare parts in the country. The measure was formalized through the Resolution 222/2025published in the Official Gazette.

The regulations establish a New certification and traceability regime for auto partswhich will allow any spare to be entered into the country that has an internationally recognized technical license: “This decision will facilitate access to a greater variety of spare parts at more accessible prices, ”they said from the Ministry of Economy, while stressed that it will also contribute to “Reduce the black auto parts market.”

The normative change eliminates a system that, according to the official statement itself, “It was practically prohibitive the importation of these inputs”. The chas was issued by the INTI and represented a high cost for both importers and manufacturers, which impacted on the availability of parts and final prices for consumers and workshops.

The reasons for the government’s decision

The new scheme establishes that, for commercial importation, Importers must submit an affidavit ensuring that auto parts comply with the standards of Decree 196/2025. On the other hand, in the case of spare parts for personal use, it will not be necessary to present additional documentation: the operation will be under the responsibility of the buyer.

From the Executive they emphasize that this flexibility will allow “Increase road safety” By making the replacement of critical pieces more accessible, and note that the resolution is the result of an articulated work between different areas of the Government, including the Ministry of Industry and Commerce, the Undersecretariat of Industrial Management and the Secretariat of Production Coordination.
