Anmat simplified the tariff charged to food importation

The National Administration of Medicines, Food, and Medical Technology (ANMAT) arranged replace the tariff scales regime paid by food and material import companies that may be in contact with theseas in the case of containers, for a single rate of 0.5% of the FOB value of the well acquired abroad.

This was established through the Provision 4538/2025 which was published today in the Official Gazette, with entry into force at 30 days.

Only in the first quarter of this year, with the application of the current scale, the business cost amounted to $ 14,865 million, and that it had dropped to $ 2,863 million, if the 0.5% tariff was applied that will enter into force from the new provision.

The review and modification of the tariff regime applicable to import procedures before the National Food Institute (INAL) has as objective to promote regulatory simplification, administrative efficiency and greater economic equity In tariff procedures linked to imported food products, as officially reported.

The current system of scale tariffs is considered to generate distortions in terms of proportionality with respect to the declared value of merchandise. It is pointed out that, under the current regime, situations can occur in which the tariff to be received is higher than the FOB value declared or represents a disproportionate percentage in relation to it.

It is cited as an example that, with the current method you can be entering $ 25,000 of merchandise and pay more than double ($ 52,500) of tariff.

Anmat authorities understand that these inconsistencies affect the equity of the tariff regime, since the stepped system can lead to a regressive treatment for operations that are located at the beginning of each range, or excessive in cases of products of lower value.

For these reasons A 0.5% proportional rate on the FOB value was established declared for the following procedures:

  • Food import warning (by product).
  • Import notice of containers and products in contact with food (by line of products of the same material and color).
  • Food import notice destined exclusively for industrial use of the import establishment (UPEI).
  • Authorization for the importation of food and food destined exclusively for industrial use of the consolidated import establishment (UPEI) (up to a maximum of 4 presentations).
  • Consolidated packaging import authorization (up to a maximum of 4 presentations).

The official information argues that this new scheme presents the following advantages:

  • Improve the transparency and predictability of the system;
  • Assures one greater proportionality between the tariff and the economic value of each operation;
  • Is aligned with the principles of efficiency and rationalization administrative arranged by current regulations;
  • Contributes to Reduce the economic burden on the productive and regulated sectorwithout compromising the financial sustainability of this administration.
