Business asked to soften the control over the accuracy of fuel supply at gas stations

Representatives of Russian business asked to soften the control over the accuracy of dispensing fuel at gas stations, as the requirements put forward for gas stations may not be feasible. This is stated in a letter from the President of the Independent Fuel Union (NTS) Pavel Bazhenov to the State Duma dated February 14, which came into the possession of Izvestia.

From January 1, 2024, the margin of error for underfilling should be reduced from 0.5% to 0.25%. As Izvestia wrote, the corresponding GOST was developed by Rosstandart.

The situation is complicated for owners of gas stations by the fact that the draft of the new Code of Administrative Offenses, which is being developed by the Ministry of Justice, provides for increased fines for violations of gas stations – 1% of the turnover, but not less than 500 thousand rubles, instead of the current 100 thousand.

“The sanctions envisaged in the draft, together with new requirements for the maximum permissible filling error for the vast majority of independent fuel companies, will actually become disastrous, significantly undermining their financial position, which could potentially lead to a massive closure of gas stations,” the NTS letter says.

Yury Stankevich, a member of the State Duma Committee on Energy, confirmed to Izvestia that the NTS letter had been received and noted that, following its consideration, it was planned to send a request to the head of Rosstandart, Anton Shalaev, to hold an interdepartmental meeting on the possible consequences of the decisions taken.

The Ministry of Energy and the Ministry of Industry and Trade recommended that Izvestia contact Rosstandart, and they noted that the new requirements are feasible and will not lead to negative consequences for the business, especially given the long three-year transitional period that is provided to the owners of gas stations to bring the equipment ready. The government decree with the new rules was adopted in November 2020.
