Russian Prime Minister Mikhail Mishustin signed a decree pursuant to the decree of President Vladimir Putin on benefits for the supply of goods to the self-proclaimed republics of Donbass, as well as products of the republics in the Russian Federation. The document was posted on February 18 on the official Internet portal of legal information.
“In pursuance of paragraph 1 of the Decree of the President of the Russian Federation of November 15, 2021 No. 657 “On the provision of humanitarian support to the population of certain regions of the Donetsk and Lugansk regions of Ukraine”, the Government of the Russian Federation decides: to approve the attached: changes that are made to the acts of the Government of the Russian Federation; a list of checkpoints across the state border of the Russian Federation, through which the movement of goods is carried out on the territory of certain regions of the Donetsk and Luhansk regions of Ukraine or from such territories without the application of quantitative restrictions on exports and imports,” the document says.
Russia has recognized as valid certificates of origin of goods issued by the leadership of the self-proclaimed Donetsk and Luhansk People’s Republics (DPR and LPR).
The Cabinet of Ministers also allowed the import of food, raw materials and agricultural products from the DPR and LPR into the country.
“Federal executive authorities, when preparing draft legal acts of the Russian Federation on the introduction of quantitative restrictions on the export and import of goods, should take into account the provisions of this resolution,” the government clarified.
The Russian Ministry of Finance will make adjustments to the regulations within two weeks, which will make it possible to implement the Cabinet’s decision.
It is reported that the Russian authorities will not apply restrictions on exports and imports to goods that will arrive in the Russian Federation from Donetsk, Novoshakhtinsk, Gukovo, and Veselo-Voznesenka.
Earlier, on November 15, 2021, the head of state signed a decree on providing humanitarian support to the population of certain areas of Donbass. The head of state also instructed the Russian Cabinet of Ministers to work out the issue of the participation of goods from the DPR and LPR in public procurement on an equal basis with Russian ones.
On the same day, Kremlin spokesman Dmitry Peskov said that Russia would do everything possible in terms of humanitarian assistance to Donbass. At the same time, he confirmed the existence of difficulties in providing the region with vaccines against coronavirus.
Since 2014, the Kiev authorities have been conducting a military operation against the inhabitants of Donbass, who refused to recognize the results of the coup d’état and the new government in Ukraine. At the same time, Kiev blames Moscow for the current situation. Russia has repeatedly stated that it is not a party to the intra-Ukrainian conflict. The issues of its settlement are being discussed in the Minsk and Normandy formats.
