After authorizing a credit for US $ 230 million with the World Bank, The Government approved through three decrees the subscription of another loan package for a total of US $ 1,500 million with the International Bank for Reconstruction and Development (member of the World Bank Group) and the Inter -American Development Bank (IDB). They will be intended for modernization and support of tax policy.

Through Decree 488/2025, The President Javier Milei, with the firm of Luis Caputo and Guillermo Francos, enabled the signing of a new credit with the IDB for an amount of up to U $ 400,000,000 destined to finance the “Regulatory reforms support program for competitiveness”.


The program and the use of loan resources will be carried out by the Ministry of Finance of the Ministry of Economy and will be focused on “improving the business environment to contribute to the increase in the country’s competitiveness, and its specific objectives are: (i) reduce regulatory compliance costs of companies with the State; (ii) reduce the participation of national public companies in the economy and (iii) increase the efficiency of foreign trade operations”.
He Decree 489/2025, also signed by the national president, the head of ministers and the head of the Treasury authorized the acquisition of new debt by Argentina with The Birf for an amount of up to U $ 300,000,000 destined to finance the “Modernization Program for Tax Administration Services”, which will consist of “improving the efficiency, transparency and effectiveness of the Tax Administration”.
The area responsible for the execution of the program will be the Ministry of Finance and will have the technical assistance of the Customs Collection and Control Agency (ARCA), an autarkic entity in the field of the Ministry of Economy.
Finally, in the Official Gazette, the Decree 490/2025 in which Argentina authorizes the signing of a new credit with the IDB in order to cooperate in the execution of the “Program for the Strengthening of Fiscal Policy II”. The amount of indebtedness will be for U $ S800,000,000. It will be executed by the portfolio that Caputo drives.

The authorization to take new debt by the Government arrives hours after the signing of the Decree 482/2025which authorizes the Argentine Republic to subscribe another loan with the International Bank for Reconstruction and Development (BIRF)part of the World Bank Group.
The amount to be subscribed is U $ 230 million and will be aimed at financing the project “Promote better jobs with integrated training and employment programs”. The measure was formalized on Monday, July 21 and also carries the signatures of Milei, of the Chief of Cabinet, Guillermo Francosand the Minister of Economy, Luis Caputo.
