Consumer mood in Germany is still weak – especially because people hold their money together.

In the case of the buying mood in Germany, the signs are not on relaxation even in the summer month of July. As can be seen from the current survey of the consumer climate of GfK and the Nuremberg Institute for Market Decorations (NIM), the prospects deteriorate again.



The main cause of the renewed decline is above all the persistently high savings tendency of consumers. The corresponding indicator increases by 2.5 points to 16.4 points in July – the highest value since February 2024. “The recovery of the consumption mood is still a long way off, also because the incline of savings has increased repeatedly,” said Rolf Bürkl, consumer expert at the NIM.


Many consumers held it in view of general uncertainty, high prices – especially for food – and the desire for financial provision for RATAM to move larger purchases. The purchase tendency itself has fallen on the lowest level since February.




The economic expectations – most recently through the Federal Government’s investment package with wind under the wings – also suffer a significant setback: the indicator almost collapsed. The noticeable hope of an economic recovery this year has received a strong dampers.


Income expectations develop positively


The development of income expectations remains a ray of hope. The corresponding indicator has increased to the highest level in a year. Consumers apparently expect improved purchasing power. Among other things, solid collective bargaining, pension increases and an inflation rate, which has recently sunk to two percent.

The Nuremberg researchers carried out the survey from July 3 to July 14, 2025. The results are based on around 2,000 consumer interviews on behalf of the EU Commission.
