In a context where access to used cars is restricted, the Government published the Decree 293/2025where the entry of vehicles for specific purposes such as mining, construction, emergency services or even recreation. Used vehicles that can be imported

Tractors and heavy vehicles with special traction: Of combustion motor, hybrid or electric. They must have four or more axes, with 4×4 or 6×6 traction.

Why are used cars for personal use?
Although this flexibility contemplates a very specific category of used vehicles, Second -hand conventional cars cannot be imported for personal use. The main reason is in the Economic Complementation Agreement (ACE 14) signed with Brazilwithin the framework of Mercosur. This agreement, whose validity extends until 2029, allows both countries to exchange new cars without tariffs, but prohibits the nationalization of used except specific exceptions.
That same agreement was the obstacle that prevented progress with the project promoted by Federico Sturzeneggerwhich proposed to authorize the individual importation of used cars. Although the intention was to expand the supply of the local market and lower prices, regional regulations remain firm.
Vehicles entering under the new regime must comply with the National Traffic Law and the current safety and environment standardsalthough they can present International certifications to facilitate its approval and patenting.
