Tariff loyalty law: Control council criticizes too much bureaucracy

If companies receive public orders, they should pay according to the tariff – that is the principle of a planned law from the Ministry of Social Affairs. But independent experts see pitfalls.
The independent standards control council fears that the tariff loyalty law planned by the Federal Government will trigger a bureaucratic effort for companies and administration that is much too high. In a statement that is available to the German Press Agency, it states that already collective bargaining companies are recorded and burdened by the regulatory project.
Bärbel BAS (SPD) had developed the draft of the tariff loyalty law. Accordingly, companies should have to pay their employees for the federal government’s orders from a value of 50,000 euros. So you should grant remuneration, Christmas bonus, vacations and rest periods as in industry -customary collective agreements. Otherwise there is a risk of punishments. The cabinet is expected to decide on the draft on Wednesday.
The standard control council considers the threshold of 50,000 euros to be too low for public orders. This value should be raised significantly to avoid bureaucratic effort, the experts write in their statement.
In addition, the council is wrong that the draft provides for the establishment of an organization to comply with the collective agreement with the German pension insurance. From the point of view of the experts, it would make more sense to entrust the customs administration with this task.
The Council also criticizes that the performance effort for the federal administration is higher than presented in the draft of the Federal Ministry of Labor. The standard of standards is a volunteer body that advises the government to avoid bureaucracy.
