Russia will take effective measures to maintain and operate the financial and banking systems of the Donetsk and Lugansk People’s Republics (DNR and LNR), since the Russian ruble is the means of payment on their territory. This is stated in the agreements on friendship, cooperation and mutual assistance between the DNR and LNR with the Russian Federation, submitted on Tuesday, February 22, for ratification to the State Duma by Russian President Vladimir Putin.
According to the documents, the parties undertake to “provide favorable economic, financial and legal conditions for entrepreneurial and other economic activities, including the promotion and mutual protection of investments”, as well as to encourage various forms of cooperation and direct ties between the citizens of the parties.
In addition, agreements with the republics of Donbass provide for the further adoption of measures to integrate energy, transport and telecommunications systems.
“The contracting parties are striving to achieve a high degree of economic integration, and for this purpose they will develop trade and economic cooperation, take measures to unify energy and transport systems, interconnect communication and telecommunications systems,” one of the articles of the agreement between Russia and the DPR reads.
A similar article is contained in the agreement with the LPR.
The parties also intend to conclude agreements on the development of trade, economic, scientific, technical and other areas of cooperation.
On February 21, Russian President Vladimir Putin signed decrees recognizing the independence of the Lugansk and Donetsk People’s Republics. In addition, the Russian leader, as well as the heads of the Luhansk and Donetsk People’s Republics Leonid Pasechnik and Denis Pushilin signed an agreement on friendship, cooperation and mutual assistance.
Putin congratulated the heads of the DPR and LPR on the signing of the agreement and announced the support of the Russians for the recognition of the republics of Donbass.
On February 22, Putin submitted to the State Duma a bill regarding the ratification of treaties on friendship, cooperation and mutual assistance between the Russian Federation, the LPR and the DPR.
He appointed Deputy Foreign Minister Andrei Rudenko as a representative of the Kremlin as part of the consideration by the Federal Assembly of the ratification of cooperation agreements with the DPR and LPR.
On the same day, the head of the DPR, Denis Pushilin, indicated that now Donbass will be able to develop its enterprises, cooperate on equal terms and make “its contribution to strengthening the Russian world.”
The situation on the line of contact in Donbass escalated on February 17. The DPR and LPR reported heavy shelling by Ukrainian security forces, including with heavy weapons. At the same time, Kiev announced the shelling of the positions of the Armed Forces of Ukraine.
