The new digital module will allow tenders and competitions for the privatization of public companies, with the aim of expediting and transparent the operation.
The government approved a new digital module in the system HIRE to manage total or partial sales processes of public companies, within the framework of the provisions of Law 27,742 and Law 23.696. The measure was formalized through the Provision 29/2025 of the National Contracting Office (ONC), published Monday in the Official Gazette.

The provision establishes that the module, called “Privatizations Laws No. 27,742 and 23,696”can be used immediately for sales, concessions and administration of public assets, under procedures that guarantee Transparency, competence and maximum concurrence.


The tool will allow managing in Electronic form tenders and public competitions for the sale of assets, shares, fees of share capital, productive establishments, Locations, concessions, licenses and permits. Those interested must register and validate themselves as external users, following the procedure detailed in Annex I of the provision. Also approved by the legitimated administrator act and the affidavit statements to hire, eligibility and final beneficiary.
The ONC ordered that the policies, terms and conditions of use of contract approved by the Resolution of the Ministry of Modernization No. 197/17 and its amendment.
For the concessions of public works and infrastructure and public services contemplated in the Law 17,520the registration procedure of external users established by the ONC disposition No. 84/24. Those who are already registered as “concessionaires Law No. 17,520” may participate in the new processes without re -registering.
How will the new module work
Under the denomination “Privatizations Laws No. 27,742 and 23,696”the system will allow electronically managing public tenders and contests for:

Sale of assets and shares.

Transfer of share capital.

Sale of productive establishments.

Locations.

Concessions
-
Granting of licenses and permits.
Those interested should register and validate themselves as External usersfollowing the procedure detailed in Annex I of the provision. The ONC also approved the acta models of Legitimated administrator and the mandatory affidavit referred to the ability to hire, eligibility and final beneficiary.

In the case of processes related to concessions of public works and infrastructure and public services under the Law 17,520the registration and validation procedure of external users approved by the ONC disposition No. 84/24. Those who are already registered as “concessionaires Law No. 17,520” may participate in the new processes without re -registered.
Companies included in the Government Privatization Plan
The Executive promotes the privatization of Eight public companies that, together, registered in the first quarter of 2025 a financial deficit of $ 74,395 millionaccording to data from the Ministry of Finance.
Three of these firms presented positive results:

ROAD ROOMS SA: $ 5.2 billion surplus. Manage 5,884 kilometers of routes in 13 provinces and is intervened for an indefinite term.

Intercargo SAC: surplus of $ 5,736 million. Provides ramp services and passenger transfer in airports. In the first quarter of 2024 he had registered a $ 7,000 million surplus.

NUCLEOELÉDICA ARGENTINA SA: surplus of $ 17,234 million, compared to the $ 142,000 million of the same period of 2024. It operates at the Athucha I, Atucha II and reservoir centrals, with an installed power of 1,763 MW. Its share capital belongs to the Ministry of Economy (79%), the National Atomic Energy Commission (20%) and ENARSA (1%).
The remaining five –Argentine Energy (ENARSA), Argentine waters and sanitation (AYSA), Belgrano Cargas, Argentine trains and Carboniferous Rio River (YCRT) deposits– They finished the period with negative results. ENARSA reported a deficit of $ 34,897 million and Argentine trains of $ 44.6 billion.
The report of the Ministry of Economy over the 33 non -financial companies registered in the first quarter of 2025 a surplus of $ 7,093 million, which represents an improvement of $ 149,381.2 million compared to the same period of 2024.
This measure will enter into force from the Tuesday, August 12.
