ARCA FLEXIBILIZES CONTROLS AND MODIFIES THE LIQUIDATION PROCESS OF REINTGROS AND RETENTIONS

The measure made by the Customs Collection and Control Agency (ARCA) seeks to expedite procedures, reduce administrative loads and favor the competitiveness of foreign trade.

The Customs Collection and Control Agency (ARCA) implemented significant changes in the customs regime with the objective of modernizing and simplifying the procedures related to exports. Through General Resolution No. 5745/25, the agency eliminated the computer crossing requirement between the Malvina computer system (SIM) and the Export Manifesto (MAN) for the airway, a measure that will reduce times and facilitate the operation of exporters.

The new regulations andIt is aimed at simplifying previous controls and suppressing unnecessary obstacles, with special impact on the agribusiness sector and shipments in consignment. Among other aspects, it adapts the process of liquidation of reimbursements and export rights, in line with current regulations and the advancement of automation.

Elimination of mandatory self -assessments

Until now, operations under the consignment shipping regime and leather exports were subject to mandatory export rights. With the new resolution, this requirement is without effect, in accordance with the provisions of Resolution No. 727/2025 of the Ministry of Economy.

Automatic benefits of benefits

The liquidation of reintegrates and export rights will be carried out automatically through the SIM, provided that certain operational and documentary conditions are met, including:

  • Have qualification as an exporter and not register embargoes.

  • Have fulfilled the operation set in the system.

  • Present commercial invoice and other required documents.

  • Possess CBU declared and in force.

  • Have paid export rights, when appropriate.

  • Have the conformity of the Central Bank of the Argentine Republic (BCRA) in the liquidation of currencies, if it applies.

According to Arca, This change represents a substantial advance, since the process previously required manual verifications and multiple controls prior to payment.
