The Ministry of Economy formally initiated the process of Sale of corporations constituted to administer the main hydroelectric complexes in the country, Within the framework of Argentina SA Energy Privatization (ENARSA). The measure was formalized through resolution 1200/2025, published on Wednesday in the Official Gazette, and establishes the call to a national and international public, competitive and multiple public tender, without base price.
The companies included are Argentine Hydroelectric Alicurá, the Argentine Hydroelectric Chocón, Cerros Colorados Hydroelectric Padre and Piedra del Águila Argentina. ENARSA has 98% of the share capital of each of them, while the remaining 2% is in the hands of Argentine Nucleotic (NASA). The fixed resolution that all the shares must be sold through the official contract.
The call will be made with a period of 45 calendar days before the opening of offers, scheduled for the October 23 At 5 pm. In addition, an “ad hoc” evaluation commission composed of three regular members and three substitutes, responsible for analyzing the proposals presented in the process was created.
The scheme provides that current private concessionaires –Orazul, Enel, AES and Central Puerto– The complexes continue to operate until the end of the year or until the award of the contest is perfected, which happens first. If the planned conditions are not met, they must guarantee the provision of the service for a minimum term of 90 additional business days.
The resolution also instructs the public business transformation agency to hire a public sector banking entity to carry out the proof of shareholding packages with the purpose of ensuring the transparency and continuity of the electricity service during the transfer to the private sector.
The previous step
Yesterday, through Decree 590, the Executive Power had enabled the transfer of the actions of the concessionaires of Alicurá, El Chocón, Cerros Colorados and Piedra del Águila to the Ministry of Energy and ordered its subsequent sale through a national and international public tender.
It was determined that the current concessionaires of the hydroelectric complexes located in Neuquén and Río Negro will be able to continue the operation until next December 31 or until the bidding process is perfected, which happens first.
According to the norm, the Ministry of Economy, together with the Public Business Transformation Agency, must convene within the next 60 days of a competitive and expeditious contest to sell the majority shareholding of the companies constituted for each center.
The text also set conditions for companies that adhere to continue operating until the transfer, including in force a guarantee of 4.5 million dollars, paying royalties to the provinces of Río Negro and Neuquén and presenting bimonthly inventories of goods and equipment.
Likewise, Decree 564/2025 was left without effect, which had previously authorized the privatization process, for not having the signing of the competent authority in the circumstantial report required.
