The Government approved a new scheme for Puerto Nuevo and summons private investments for a cruise terminal

Through Decree 602/2025, the Executive Branch repealed the previous regulations and defined a redesign of the port of Buenos Aires. Load concessions will be unified and a call for private initiatives in breakwaters 4 and 5 will be opened, destined for a cruise terminal and a tourist-commercial pole.

The National Government approved a New infrastructure scheme for the new port of Buenos Aires which includes the Modernization of docks for loading and the creation of an exclusive terminal for cruises with a tourist and commercial area. The measure was formalized this Friday in the Official Gazette through Decree 602/2025, signed by President Javier Milei and the Minister of Economy, Luis Caputo.

The rule repealed Decree 299/2023 and established that breakwaters 1, 2 and 3 will be destined for a single port operator of containerswhile the 4 and 5 breakwaters will be reserved for the development of a tERMINAL OF CRUISES AND A POLE OF TOURISTIC, COMMERCIAL AND CLATING SERVICES.

Within that framework, the National Ports and Navigation Agency (ANPYN) was instructed to Convene the presentation of private initiatives To finance and operate the new passenger terminal, in accordance with the regime approved by Decree 713/2024. In addition, the agency will assume the role of granting of the contracts in force in terminals 1, 2, 3 and 4.

The Executive also ordered the unification of the concessions of terminals 1, 2 and 3 in a single contract, without altering the current conditions, with the aim of expediting management. The project, as indicated in the recitals of the text, seeks to provide the port with greater competitiveness, allow the arrival of ships of greater bearing and accompany the growth of the cruise activity, which in recent years showed a strong increase in the arrival of passengers to the city of Buenos Aires.
