The modernization of power facilities in the Arctic and the Far East will cost 83 billion rubles, Izvestia was told in the Ministry for the Development of the Far East. Now they are worn out by 60-80%, and the measure is needed to ensure the security of energy supply in these regions, industry representatives noted.
The Ministry for the Development of the Russian Far East together with RusHydro sent a program to upgrade 382 obsolete diesel power facilities to the government. The project was presented to the government in December 2021, it is now being finalized, the first competitive selections under the program will be held until December 2023, the Ministry for the Development of the Far East noted. Izvestia sent a request to the Cabinet.
“According to the results of the analysis of 471 local generation facilities in the Far Eastern Federal District and the Russian Arctic, 382 inefficient diesel generation facilities with a total capacity of 645 MW were identified for inclusion in the program,” the Ministry for the Development of the Far East noted.
RusHydro said that the modernization involves the creation of automated hybrid energy complexes (AGEC) using renewable energy sources (RES), energy storage systems and a high degree of automation.
However, such projects have a long-term payback period of 10 years or more, and in order to increase their economic efficiency, state participation is necessary, RusHydro said.
The set of support measures necessary for the implementation of the program includes subsidizing a part of capital expenditures in the amount of at least 20% of the project cost, preferential loan rates (not more than 5%) and zeroing income and property taxes for the payback period of the project, the Ministry of the Far East and Development specified.
