Due to a billion-dollar financial gap, there is a delay in the construction and new building of many highways. By 2029 there is an additional need of 5.5 billion euros, as the Federal Ministry of Transport announced at the request of the German Press Agency. Against this background, new releases for the construction of projects from the needs plan for the federal highways are currently not possible. A spokeswoman also said that the affiliation was dependent on the Federal Budget 2026 – but this is still in the parliamentary process.



The background is a new “financing and implementation plan” 2025-2029 of the Autobahn GmbH of the federal government. A report went to the Bundestag’s transport committee. Specifically, there are 74 planning projects for the construction and new construction of motorways, for which “final building law” is expected until 2029. The projects are currently in a different stage, from a “preliminary draft in list” to “in the planning approval” to “planned”. It is open whether all projects are put on ice due to the missing funds.

The projects are located in North Rhine-Westphalia, Bavaria, Hesse, Lower Saxony, Hamburg, Baden-Württemberg, Schleswig-Holstein and Rhineland-Palatinate. The “world” quoted the traffic politician and Hamburg CDU member of the Bundestag Christoph Ploß with the words: “The north cannot be conveyed that important new construction projects such as A20, A26 and A39 should be canceled, although some of them even have a series.” The list also includes planned projects on the A1 in North Rhine-Westphalia and Rhineland-Palatinate or the A39 in Lower Saxony.


Financing not secured

The “Bild” newspaper, citing documents from the Ministry of Transport, reported that almost 15 billion euros were missing for maintenance, construction and planning at federal roads and motorways by 2029. Based on the medium -term financial planning decided by 2029, the financing of the federal highways for the coming years is not secured in many areas. For so on federal roads, a noticeable and short -term deterioration of the lanes threatens – right up to restrictions on traffic.




“Significant additional investments” necessary


In one of the dpa available paper to the Bundestag transport committee, the construction and new construction of the federal highways and federal roads requires “considerable additional investments”. In particular, reference is made to the heavily increased construction prices. Sub -financing is also evident for other investments, such as rest areas.

In the case of special funds, which is heavy in the billion, a special pot, a special pot financed, focuses on the renovation of the transport infrastructure, for example the repair of the bridges.





BUND traffic expert Jens Hilgenberg said: “A complete concentration on the preservation is necessary at the Fernstraßen, this must be put on hold.”

Too little money for the train

As the Federal Ministry of Transport had already made it clear, there is also too little money available for new and expansion projects on the railway in the coming years. The Ministry of Transport has so far not been able to prevail in the federal government with the demand for additional billions. It is about households 2025 and 2026 and financial planning by 2029.
