ARCA modified the hydrocarbon carrier regime with benefits

The agency eliminated the obligation to prove registration on the route and updated normative references within the framework of administrative simplification.

The Customs Collection and Control Agency (ARCA) He officialized changes in the “Hydrocarbons Transport regime with benefits”, with the aim of simplifying registration requirements and adapting the regulations to recent legal and regulatory modifications.

The measure seeks to facilitate the registration of carriers and align the regime with current norms on hydrocarbon safety and control.

Through General Resolution 5757/2025, published in the Official Gazette, The requirement to prove registration in the “Single Registry of Automotive Transport” (route) (route) was eliminatedwhich was deleted at the end of 2024, and the regulations related to the control of security conditions were replaced, which is now governed by the provisions of Resolution 414/2021 of the Ministry of Energy.

Regulatory update and technical annexes

The measure also updates references to other informative regimes, repeals already obsolete provisions and approves a new technical annex, in line with the administrative simplification mandate arranged by the Executive Power. Among the updates, articles of General Resolution 4.775 are replaced and title II is repealed, modernizing legal procedures and references for carriers.

The resolution, signed by the executive director of Arca, Juan Alberto Pazohe entered into force on the same day of his publication. The decree establishes that the measure is issued in the exercise of the powers conferred by Law 23,966 on taxes on Liquid fuels and carbon dioxide and for several complementary decrees, ensuring its full legality and institutional support.
