Women recover their labor participation exceeding pre-pandemic levels

For the third quarter of 2021, women not only recovered their labor participation but also reached record rates of activity (50.4%) and employment (45.9%), the highest since 2017 (the oldest data available with the current EPH methodology).

In this sense, they pointed out that it is a recovery of activity with employment: women not only returned to the labor market but they did so with work, unlike other historical periods (such as the 2001 crisis or the 1990s). in which the rise in the participation rate did not imply more jobs but more unemployment.

In this context, the employment of women reached 1.2 pp above the 4th quarter of 2019 and that of those under 30 years of age, stood at 0.9 pp above the pre-pandemic level.

However, although the employment of women has grown steadily since the 3rd quarter of 2020, it has done so more slowly than that of men.

In the 2nd quarter of 2021, women had not yet reached their pre-pandemic employment levels (which they surpassed in the 3rd quarter of that year). Men, on the other hand, had already reached pre-pandemic employment levels in the first quarter of 2021 and surpassed them (by 0.1 pp) in the third quarter.

In addition, women have less unemployment than before the pandemic. In the 3rd quarter of 2021, the unemployment rate (at 9.0%) was 4.5 pp lower than in the 2nd quarter of 2020 and was 0.5 pp lower than the 4th quarter of 2019. Among young women This rate was also reduced compared to the 4th quarter of 2019: almost one percentage point.

In this way, from the National Directorate of Economy, Equality and Gender (DNEIyG) they maintain that the economic recovery of women was driven by policies with a gender perspective, the reactivation of the sectors that employ them (work in private homes, trade, tourism) and relief from the care crisis.

Regarding the last point, the return of face-to-face attendance in schools, the easing of restrictions on circulation due to the advancement of vaccination allowed the recovery of informal care links -of children, the elderly or people with disabilities- with the help of older relatives to spaces such as clubs or community centers, which made it possible for women to return to work or look for work.

Thus, from the national portfolio they stated that the challenge in 2022 is to consolidate the policies that support women in the labor market with quality jobs and a greater presence in the strategic sectors of the economy.

On the other hand, the report exposes a survey on the participation of women in provincial cabinets: in 22 of the 24 jurisdictions, the presence of women in the first line of management is below 50%.

The only 2 provinces with parity in their cabinet are: Entre Ríos, with 3 of the 6 ministries in charge of women, and Tierra del Fuego, with 5 of 9. Thus, on average for the country, women represent 28%. of the provincial cabinets.

In addition, they highlighted that the low participation of women in the cabinets is observed mainly in the economic ones: in the country there are only two women at the head of a provincial Ministry of Economy (Marisa López, Minister of Treasury and Finance of San Juan, and Alejandra Nazareno , Minister of Economy of Catamarca).

The budget with a gender and diversity perspective (PPGyD) is one of the tools that allows for the identification and monitoring of policies and resources that are destined to reduce gender inequality gaps. The first budget of this type in the country was made for the year 2021.

In this sense, the report reveals that there are already 15 jurisdictions that have PPGyD initiatives: Buenos Aires, Catamarca, Chaco, Chubut, Córdoba, Entre Ríos, Jujuy, La Rioja, Mendoza, Neuquén, Río Negro, San Juan, Santa Fe, San Luis and the Autonomous City of Buenos Aires advance in the implementation of the PPGyD methodology.

Meanwhile, Catamarca, Chaco, Chubut, the City of Buenos Aires and Entre Ríos have regulatory recognition of PPG.
