ARCA modifies the procedures of the information system for agricultural producers: what are the changes?

After the criticism that the Government received for the temporary reduction of withholdings on exports, that could not be taken advantage of by agricultural producers, the Customs Collection and Control Agency (ARCA) announced an improvement to the procedures of the Simplified Agricultural Information System (SISA).

The SISA is a unified registry of data that was previously presented to different organizations. One of its most important elements is the information related to the existence of grains and the planted area, that allows the State to do crop and currency projections that exports will generate.

ARCA announced a series of changes that make it easier to present data, while adapting the deadlines to the new agricultural cycles.

The changes that ARCA implements

“With regard to the adequacy of the Productive Information (IP), the dates and contents of the IP1 declaration are modified, that starting from the next agricultural campaign must be presented from September 1 to October 31 of each year, including stocks as of August 31 and agricultural areas corresponding to winter crops,” the official statement states.

The report indicates that “this is a change that seeks to accompany the extension of production cycles generated by technological innovations and variable climatic conditions.”

The SISA is also a scoring system for producers, by which compliance notes are assigned, lor that allows those with higher qualifications to achieve better ARCA treatment when requesting permanent payment plans or other benefits.

ARCA specified that “from now on, The objective parameters used to assign the different “states” (1, 2 or 3) are made more flexible, providing greater predictability and allowing more producers to access a favorable rating.” “In addition, the “A” rating is incorporated into the “B” rating in SIPER, to reach State 1 (low risk),” indicates the official note. It should be remembered that the Risk Profile System (SIPER) is the general scoring for all ARCA taxpayers.

The collection agency indicated that “the non-compliance parameters are updated, specifying the situations that imply incorrect fiscal conduct, incorporating final convictions for tax, customs or related crimes, both for natural and legal persons.”

“Furthermore, the norm redefines the treatment of inconsistencies reported by the Central Bank regarding the entry and settlement of foreign currency, establishing an updated minimum threshold of 10% of FOB d valueand exports or $10,000, whichever is greater,” the statement indicates.

What was it like before?

ARCA it is worth remembering that until now, one One of the requirements to be met for a producer or operator to be categorized as Scoring 1 in SISA was to have SIPER A. Likewise, to avoid the reduction of scoring caused by reported inconsistencies or non-compliance by the Central Bank of the Argentine Republic (BCRA) regarding the obligation to enter and settle foreign currency, all the permits informed by the BCRA had to be complied with.

Likewise, the periods for the presentation of Productive Information (IP1) were defined based on a traditional campaign scheme, which did not consider recent extensions in sowing and harvesting periods.
