Through Resolution 1569/2025 published this Wednesday in the Official Gazette, the Ministry of Economy incorporated an amending circular to the specifications of the national and international public tender for the sale of the share package of the four hydroelectric companies created after the restructuring of ENARSA.

The measure, formalized through the Resolution 1569/2025 and published today in the Official Gazetteestablishes that the circular must be disseminated for three days in the Official Gazetteon the portal HIREon the platform DGMARKET of the World Bank and on the website of the Secretary of Energy.

What does the measure establish?

These companies were formed by Argentine Energy (ENARSA) and Argentine Nuclear Power Plant (NASA) as part of the reversal process of the hydroelectric complexes Alicurá, El Chocón-Arroyito, Cerros Colorados and Piedra del Águilawith the aim of advancing the total privatization of ENARSA.

The process is framed in the decrees 286/2025 and 590/2025which authorized the sale of the shares through a national and international public tender without basis.

In August, the Ministry of Economy had launched the call, approving the specifications and authorizing the Temporary Special Executing Unit “Public Enterprise Transformation Agency” to make clarifications and modifications to the document.

According to the resolution published this Wednesday, the new circular incorporates adjustments and precisions to the specifications and its annexesin response to queries made by those interested in the process.

Criticism of the opposition

From sectors opponents and unions They pointed out that the measure meant a “regression in energy sovereignty” and they questioned the absence of dialogue with the provinces involved.

On the contrary, since Government defended the decision by maintaining that the participation of private equity will allow modernize infrastructure, optimize system efficiency and reduce the tax burden of the State.

With this provision, the administration of Javier Milei deepened its program structural reforms oriented to reduce state intervention in the economy. In that framework, the bidding process for the Comahue dams emerges as one of the most sensitive axes of the privatization plan planned for 2025.
