The ANAC approved a new protocol for risk analysis in changes to the air navigation service

The National Civil Aviation Administration established the requirements that air navigation service providers must meet before implementing modifications that may affect operational safety.

The National Civil Aviation Administration (ANAC) approved the document “Change Management – ​​Operational Safety Risk Analysis”which establishes the requirements applicable to air navigation service providers before introducing modifications that may have an impact on operational safety.

The measure, made official through the Resolution 728/2025 published this Friday in the Official Gazette, provides that the Air Navigation Service Provider must carry out a risk analysis prior to the implementation of any change and present that study for your acceptance by the ANACwhen applicable.

The new protocol provides that any operational, structural or technological change must be preceded by a operational safety risk analysiswhich must be presented to the ANAC with a minimum notice of 30 days. The purpose of this study is to identify hazards, evaluate their potential consequences and establish mitigation measures that ensure that risks remain at acceptable levels.

The change management process includes several stages: detailed description of the change and the affected system, the identification of associated hazardsthe risk assessment through a matrix that combines probability and severity, the development of an action plan with those responsible, deadlines and preventive measures, the formal approval of the change by the competent authority and a subsequent follow-up to verify the effectiveness of the actions taken.

Among the activities that will require this analysis are modifications in the flight procedures, air routes, airspace, minimum separations, contingency plans and the implementation of new communication, navigation or surveillance systems (CNS/ATM)among others.

The document also establishes that mitigation measures must prioritize the reduction or elimination of risks through three main strategies: avoid, reduce either segregate danger factors, balancing safety with operational times and costs.

Finally, the risk analysis must be signed by the responsible executive of the organization that promotes change and by all participants in the process, including personnel from other entities if applicable. The objective, according to the text, is to guarantee that all changes within the air navigation system are carried out under safe and controlled conditionsin line with international standards of the International Civil Aviation Organization (ICAO).

The National Directorate of Air Navigation Inspection will be in charge of review and approve the analyzes presented. The resolution, signed by the national administrator of Civil Aviation, Oscar Alfredo Villabonaalso instructs to disseminate the new protocol in aeronautical information publications and on the agency’s institutional website.
