The Government made new rules official for virtual registrations of 0 km cars

Through Provision 745/2025 published this Friday in the Official Gazette, the National Directorate of National Automotive Property Registries incorporated modifications to the RUNA virtual system and approved the digital instrument models for the initial registration of vehicles.

He Ministry of Justicethrough the National Directorate of National Registries of Automotive Property and Pledge Credits (DNRPA), made official this Friday the Provision 745/2025which introduces new provisions in the system of zero kilometer (0 km) virtual registration of automobilesboth domestic and imported.

The standard, published in the Official Gazettemodifies Provision 93/2025 and incorporates clarifications on the automatic controlsthe identity validation and the use of Single Virtual Registry (RUV)channeled through the computer system Single National Automotive Registry (RUNA).

Among the notable changes, it is established that the acquirer must digitally validate the initial registration request instrumentperform the payment of tariffs and that regular merchants will certify the accuracy of the data provided, in addition to informing the mandatory engraving of auto parts and glass.

The provision also approves the “RUNA system data flow diagram”he “Identity validation protocol” and the model of the “Virtual request instrument for initial registration”which will have the character of Type Request at no cost to the user.

According to the official text, the measure seeks to provide the process with greater transparency, speed and legal certaintyand comes into effect upon publication. Until the RUNA system enables all digital validations, merchants will be able to sign the corresponding certificates for delivery to buyers.
