“The brave, freedom-loving people of Ukraine and our allies in the region will receive urgently needed funds to combat Vladimir Putin and the illegal and immoral Russian invasion.”House Democratic Speaker Nancy Pelosi and Senate Democratic Leader Chuck Schumer said in a joint statement.
These funds should allow Kiev to protect its power grids, combat cyberattacks and equip itself with defensive weapons.
The package also includes more than $2.6 billion in humanitarian aid and more than $1 billion to support refugees fleeing Ukraine.
“We will continue to support the brave Ukrainian people who are fighting for their country,” Biden said on Twitter.
The package also includes more than $6.5 billion for the Pentagon, which will be used to deploy troops to the region.
Funds are also earmarked to finance the response against Moscow, starting with sanctions against Russian oligarchs.
The Ukraine package has been attached to the US $1.5 trillion 2022 federal budget that senators are expected to approve in coming days.
Lawmakers were also expected to vote Wednesday on a new sanctions bill that includes a ban on importing oil and other petroleum products from Russia.
Biden has already instituted the oil ban by executive order, but Democratic leaders in Congress want their members to put on record their support for the decision.
Either way, the Senate is unlikely to do the same.
