“State practice shows that sanctions can be a legitimate means of counteracting violations of international law or human rights violations in the sanctioned state,” says Walter Summersberger from the JKU Research Institute for Customs and Foreign Trade Law. Sanctions are always an “ultima ratio” when negotiations have failed, even if only initially.
But how severe do sanctions have to be to really prevent Russia from continuing the war of aggression? “The most severe sanction would be the much-discussed import ban on oil and natural gas from Russia,” says Lothar Harings. “A complete ban on imports of goods originating in Russia, as is currently the case for Crimea, would also be conceivable.” The stronger the measures, the greater the impact on the EU economy.
