In the standard, a “temporary economic assistance” for a total of $38,260,139.60 distributed among 35 distributors and a fractionator.
The amounts to be distributed correspond to the period between August 2021 and March 2022, in which 20% of the invoicing is recognized for the sale of LPG (net of taxes) that the companies have monthly invoiced for the product destined for the Hogar Program, consisting of a monthly direct subsidy for low-income households and public welfare entities without access to the natural gas network.
Nowadays, the benefit consists of a monthly amount of $414, which covers part of the price of the 10-kilogram bottle, is deposited through the National Social Security Administration (Anses) and varies according to the size of the family group, the area of residence and time of year.
According to information from the Ministry of Energy, the price of a 10-kilo bottle varies, depending on the geographical area, from $466.68 in Tierra del Fuego to $526.43 in Misiones and San Juan.
In the recitals of the two resolutions, It was indicated that the assistance to the companies was taken “taking into account the variation experienced in the values and associated costs in the LPG marketing chain”, which forced the implementation of a “transitional mechanism” to “moderate the impact of the economic costs of the activity in the different stages, so that the provision of the service is carried out with the proper conditions of quality and safety”.
The Hogar Program was created by decree 470 of March 30, 2015, and its financing was established through the trust fund to meet the needs of LPG in low-income sectors and for the expansion of natural gas networks, which had been established ten years earlier with Law 26,020.
